Jill Lemke is the Manager of Strategic Planning & Special Projects at the Maryland Port Administration, where she is responsible for initiating and guiding strategic planning initiatives designed to ensure that the Port of Baltimore remains competitive, and its assets are maximized in pursuit of the MPA’s mission. This includes responsibility for community relations and climate resilience programs. She has over 25 years of experience in the public and private sectors. Prior to joining the MPA, Ms. Lemke served 9 years with the City of Baltimore, where she specialized in industrial land use, market analysis, economic development, and waterfront planning. She holds a Bachelor’s Degree in Communication from SUNY College at Brockport, and a Master’s Degree in Planning from Cornell University. She is a Certified Climate Change Professional, and completed the Certified Port Executive Training in 2019.
